Unified Facilities Criteria 4-021-01:
Design and Operation of Mass Notification Systems. This document establishes minimum requirements for emergency communications to be used for the design, construction, operation, maintenance, and modernization of all DoD facilities. UFC 4-021-01 defines emergency communications (mass notification) as:
“…the capability to provide real-time information and instructions to people, in a building, area, site of installation using intelligible voice communications including visible signals, text, and graphics, and possibly including other tactile or other communication methods"

Unified Facilities Criteria (UFC) - UFC mandates the installation of mass notification systems in all Department of Defense (DoD) buildings. Unified Facilities Criteria (UFC) documents provide planning, design, construction, sustainment, restoration, and modernization criteria, and apply to the Military Departments, the Defense Agencies, and the DoD Field Activities in accordance with USD(AT&L) Memorandum.
